OVERVIEW OF THE BJMP

GENERAL PROVISION- Republic Act No. 6975, otherwise known as the "Department of Interior and Local Government Act of 1990", provided that the task of jail management and penology shall be the responsibility of the Bureau of Jail Management and Penology (BJMP).  Based on this mandate, the BJMP defined its vision, mission, powers, functions, values, objectives and principles as an institution, in a consultative and participatory strategic planning session.  Subsequently, Republic Act No. 9263, also known as the "Bureau of Fire Protection and Bureau of Jail Management and Penology Professionalization Act of 2004", and its Implementing Rules and Regulations  strengthened the provisions of RA 6975, redefined many of the BJMP's existing policies and restructured the Bureau's organization.

Objectives

  • To improve the living conditions of inmates in accordance with the accepted standards set by the United Nations;
  • To enhance the safekeeping and development of inmates in preparation for their eventual reintegration into the mainstream of society upon their release; and;
  • To professionalize jail services.

 

Executive Summary

        

        Lapu-Lapu City Jail is located at Sitio Soong, Barangay Mactan, Lapu-Lapu City.  It has a total land area of 1.6 hectares donated by the City Government of Lapu-Lapu.  The center has a concrete perimeter fence surrounding the compound with a secondary perimeter fence made of hollow blocks as base and cyclone wires.  Surrounded with fully grown bearing and non-fruit bearing trees and vegetables.

 

        It has twenty seven (27) cells intended for male adult offenders in two (2) separate buildings. A separate building with two (2) separate cells for adult female and minor female inmates, one (1) cell intended solely for male minor inmates, one (1) isolation cell for mentally disturbed inmates.  It also has a new infirmary and a new separate building with two (2) cells for minor inmates.

 

        It gained full support from the Local Government of Lapu-Lapu City and provided with office and operational Supplies, such as daily fuel allowance of 25 liters a day and afforded personnel of this center with incentive allowance every month and clothing allowance every year.  It established good rapport and linkages with all the trial courts in the city and other line agencies.

 

Situation Update

   The inmates of this jail are generally in good health condition.  Common sicknesses such as cough, fever and headaches are treated immediately by the designated Chief Health Officer who provides medications and refers sick inmates to hospital when necessary.

 

     Electricity for the operation of this jail including diesel fuel for the prisoners van and additional subsistence allowance are  provided by the City Government of Lapu-Lapu.
